The 28th District encompasses "all of King George, Lancaster, Northumberland, Richmond, Stafford, and Westmoreland Counties; part of Fauquier County comprised of the Catlett, Lois, and Morrisville Precincts; part of Prince William County comprised of part of the Quantico Precinct; and part of the City of Fredericksburg comprised of part of the District 2 Precinct."  (2001, Sp.
